Ivan Fomin
Chair of Staveley Town Deal Board.

Ivan Fomin, Managing Director of MSE Hiller said: “We are proud to run our business from Markham Vale and employee nearly 50 people locally. The majority of these are technical or professional roles which we hope add value to the local economy”
Founded by Ivan and Huw Thomas in 2001, MSE Hiller designs and supplies mechanical separation equipment (centrifuges) to any industry that requires solids separating from liquids. In 2007 it established a sister company, MSE Systems, which specialises in the design and build of complete water treatment plants throughout the UK.
Ivan has been involved as a Board member of Destination Chesterfield for six years, and is one of their Chesterfield Champions. He has over 30 years’ experience in senior management roles developing engineering manufacturing and service companies. In 2012 his work in industrial leadership and mentoring was recognised as he was elected a Fellow of the Institution of Mechanical Engineers.
Managing Director of MSE Hiller said, “I am particularly excited to be Chair of this Board as with this level of potential investment I see there is a real possibility to bring some positive changes to the town, and to ensure that the priorities of local people are represented in the plans.”
Councillor Tricia Gilby
Vice Chair of Staveley Town Deal Board.

Councillor Tricia Gilby became the first female leader of Chesterfield Borough Council in April 2017. As a member of the East Midlands HS2 Growth Strategy Executive Board she Chairs the Chesterfield and Staveley HS2 Delivery Board.
She is a strong advocate for strengthening the industrial base in north eastern Derbyshire and ensuring that local communities benefit from that growth. In particular, enabling today’s primary school children to access education and training which will fit them well for the jobs of the future.
Tricia is a member of the Court of the University of Derby. She has held senior leadership positions not only in local government but also in the NHS serving as the Chair of Chesterfield Primary Care Trust 2001-6. (The PCT was the lead organisation for the Staveley Neighbourhood Management programme). She has also worked as a Chief Executive in the voluntary sector.
Keen hikers she and her husband, Terry, have climbed the highest points in every English county. Councillor Gilby says, “I am delighted to be Vice Chair of the Staveley Town Deal Board. The Borough, particularly the town of Staveley, has struggled to regain the ground lost when the pits closed. The Town Deal presents an opportunity to progress our ambitious plans so we can confidently tell the next generation the future is bright.”
Mervyn Allcock MBE
Voluntary and community sector member.
Mervyn is General Manager at Barrow Hill Roundhouse, the last surviving rail-connected roundhouse in the UK. He led the campaign to rescue the site, originally built in 1870, and has since been responsible for its remarkable renaissance.
As a child, Mervyn used to cycle regularly from his home in the village of Inkersall to visit Barrow Hill, his local railway depot near Chesterfield. In 1989, when Mervyn was in his 20s, he was shocked to read of the proposed closure and demolition of the Roundhouse and determined to prevent it. He formed the Barrow Hill Engine Shed Action Group (later to become known as Barrow Hill Engine Shed Society) with the intention of saving the Roundhouse. After successfully lobbying Chesterfield Borough Council, a preservation order was placed on the building 48 hours before demolition was due to commence. The building was granted Grade 2 listed status in February 1991. After three years of negotiations to purchase the building from the British Rail Property Board, followed by several more years raising funds to repair the damage caused by vandalism and dereliction, the Roundhouse re-opened its doors in July 1998.
Mervyn became the full-time manager, a role which he continues to this day. Thanks to his perseverance, tenacity, determination and vision the future of this important piece of industrial heritage has been secured and Barrow Hill is one of the most significant locations in the country for the railway heritage movement. The Roundhouse is a successful museum and event venue, hosting beer festivals, plays and music concerts as well as the more traditional steam and diesel galas, and a thriving commercial railway business with more than 60 people employed by the companies based on the site.
In 2016 the Heritage Lottery Fund awarded the Roundhouse £1.2 million towards the restoration and upgrade of the Roundhouse facilities for a new audience – known as the Moving Forward Project. In 2018 Network Rail invested more than £1 million in the infrastructure of the depot to allow the servicing of main line passenger trains during the closure and rebuilding of Derby station over the summer and autumn of 2018.
In December 2018 Mervyn’s achievements were officially recognised when he received an MBE for ‘Services to Railway Preservation and Development’. In November 2019 Mervyn was awarded Honorary Master of the University of Derby in recognition of the national impact of his achievement in re-opening and developing Barrow Hill Roundhouse.
Dr Amanda Baxendale

Dr Amanda Baxendale is Head of Research and Innovation Services at University of Derby.
Her role and that of her team is to ensure that organisations and communities can access the experts and research at the university to bring about economic growth and societal and environment benefits.
Amanda has led on the growth of the funded research portfolio and key initiatives to drive employer engagement. Being part of the founding team for the Institute for Innovation in Sustainable Engineering – to act as a ‘gateway’ into the university for advanced manufacturing and engineering businesses, winning the Times Higher Education Award for best Knowledge Exchange initiative in 2014.
Amanda also delivered successful Regional Economic Development projects including Enabling Innovation and Productivity Through Innovation. Using European Regional Development Funding to facilitate local small and medium sized businesses to work with us on their new product development, innovation challenges and access to undergraduate and graduate talent.
Amanda is also a non-Exec Director and School Governor.
Huw Bowen
Public sector member.
Huw is Chief Executive of Chesterfield Borough Council, a role he has held for the past 12 years. Huw also fulfils a number of longstanding appointments to local boards, including Destination Chesterfield, Chesterfield Football Club Community Trust, D2N2 LEP Innovation and Business Growth Board and the Derbyshire Health and Wellbeing Board.
Huw has an excellent reputation for working with strategic partners to deliver complex large-scale regeneration projects with a particular emphasis on ensuring that local people benefit from the proceeds of economic growth. Through Huw’s leadership, Chesterfield Borough Council is also highly regarded with a proven track record of excellence in service delivery as measured by performance and public satisfaction outcomes. Huw holds a Ph.D in Public Health.

Toby Perkins
Public sector member.
Toby Perkins was elected as the Member of Parliament for Chesterfield in the 2010. Toby has spent all his adult life in Chesterfield and currently lives in the West Ward of Chesterfield Borough.
Before becoming an MP Toby was a Councillor for the Rother Ward on Chesterfield Borough Council, ran his own small business supplying rugby clothing and was a director in a social enterprise providing nursery care to one of the most deprived areas of Chesterfield.

As Cabinet Member for Infrastructure and Environment at Derbyshire County Council, I bring a wealth of experience to assist Staveley maximise the benefits from the range of exciting projects within the Town Deal from Hartington Industrial Park through to the smaller voluntary organisation refurbishing the community facilities at Barrow Hill Memorial Hall.
I know the area very well and bring the insight into the needs of the communities around Staveley. I share, with all the members of the Town Deal Board the commitment to seeing the £25.2m Town Deal invested well for the benefit of Staveley both now and for the future, bringing quality jobs and skills in sectors such as Rail and green industries.
Julie Richards

Julie was appointed Principal and CEO of the Chesterfield College Group in 2017. Julie joined the college group as an Executive Director of Business Enterprise in 2009 before being promoted to Deputy Principal in 2011. Julie has a master’s degree in strategic leadership and has worked in Further Education for almost 30 years, spending the last 20 years in senior management roles.
Dr Peter Scriven
Public sector member.
I trained in medicine at the University of Sheffield, graduating in 1999. I spent over a decade in training as a surgeon including years of novel research on cancer proteins and data analysis. My research drives my interest in large datasets and modelling.
In 2011 I decided to pursue a different path and embarked on retraining to become a GP. A Chesterfield resident for well over 20 years I have worked as a GP in and around the Staveley area since 2014. In 2017 I became Divisional Director of Royal Primary Care and alongside a dedicated team we provide primary care services to around 44,000 patients across Chesterfield and North East Derbyshire.
I see first hand the adverse health outcomes and health challenges faced by Staveley folk. I believe that the use of data to identify and address health inequalities and socially determined diseases is absolutely key to improving the health and wellbeing of the Chesterfield and Derbyshire populations. I was invited to be the Board Member for Health on the Staveley Town Deal project and I'm delighted to be working collaboratively with a range of partner organisations on understanding the health challenges faced by our patients and how best to overcome them.
Angela Stansfield

Angela Stansfield is Employer and Partnership Manager working for the Department for Work and Pensions. Her role covers the Staveley Area and she is involved in the Health and Well Being Community Engagement Group.
Councillor Elaine Tidd
Public sector member.
I have been a Town Councillor for 24 years, and always lived in the area and am committed to making Staveley a great place to live and work. My ongoing support to Norbriggs Primary School, having been a governor for 34 years has given me a wealth of experience of the youngest in our community.
Being on the Town Deal Board, I’m keen to ensure opportunities through the Construction Skills Hub, DRIIVe projects and Staveley Miners Welfare Football Club’s Skills Academy are available to local youngsters, giving them high aspirations to learn and earn locally.
Geoff Walker
Voluntary and community sector member.
Geoff is treasurer and a trustee of Chesterfield Canal Trust Ltd.
He has lived in Whitwell most of his life, attending Netherthorpe school before embarking on a career in Local Government, ending his career at Nottingham City Council after spells at Bolsover and North-East Derbyshire.
He retired five years ago but remained busy supporting a number of organisations in a voluntary capacity.
Currently, he is also secretary of the Harry Wilde Trust which is a small almshouse trust based in Calow and a school governor at his local primary school in Whitwell.
He has been a keen sportsman, playing hockey for his local side at Worksop as well as playing football and badminton. His allotment and following Chesterfield Football Club (the mighty Spireites) now take up a lot of his time.
Ian Wingfield

Ian Wingfield is the Headteacher of Springwell Community College on Middlecroft Road, Staveley, a post he has held since September 2013. Springwell Community College is an 11-16 state comprehensive secondary school, part of the Two Counties Trust.
The college is growing in terms of student numbers and has been over subscribed for the last two years. The college moved in to new accommodation in 2011 as part of the Building Schools for the Future programme and this allows students to learn in a modern, well equipped setting.
Ian and his colleagues strive to ensure that every student gets the very best education and can move to their chosen next stage of education, training or employment.
