No one occupying land may use that land as a caravan site unless they hold a licence.
This is required by the Caravan Sites and Control of Development Act 1960. The 1960 Act gives the Council power to issue the licence and impose such conditions as the Council see fit.
The council maintains a public register of residential mobile home/caravan sites in the borough of Chesterfield, detailing the site name and address, the licensees, and the maximum number of caravans allowed on each site (see below).

The 1983 Mobile Homes Act, inserted into the Caravan Sites and Control of Development Act 1960 a requirement for site licence holder to be a fit and proper person if the site is a relevant protected site.
A relevant protected site is a site where caravans are used as a permanent residential accommodation all year round (also known as a park home sites). This does not include non-commercial family- owned sites. The 1960 Act (as amended) also requires for there to be a register of such fit and proper persons.
The Mobile Homes (Requirement for Manager of Site to be Fit and Proper Person) (England) Regulations 2020 apply to owners and licence holders of residential caravan sites.
The purpose of the legislation is to improve the standards of park home site management, by introducing an assessment to ensure that the person responsible for managing the site is suitable and of good character, and as such does not pose a risk to the welfare or safety of persons occupying mobile homes on the site. The requirement for the person responsible for managing the site to be a fit and proper person is in addition to the requirement for a site to be licensed.
The fit and proper person requirement makes it an offence for a site licence holder to operate a park home site unless they, or their appointed manager, are a fit and proper person to do so. Under some circumstances the council have the power to appoint a fit and proper person to manage the site, with the owner's consent.
