As part of the Planning and Compulsory Purchase Act 2004, as amended, Local Planning Authorities must prepare a 'Local Development Scheme'.
The Local Development Scheme (LDS) shows our programme for producing the Local Development Plan. It explains which Local Development Documents will be produced as part of our Local Plan and when they will be produced.
The latest LDS (LDS13) took effect on 19 December 2025 and anticipated submitting a Local Plan prior to the 31 December 2026 in order to be examined under the December 2024 National Planning Policy Framework and procedures.
The new Town and Country Planning (Local Planning) (England) Regulations 2026 were published in March 2026. After reviewing these, the new Draft National Planning Policy Framework (NPPF), and the updated Plan Making Guidance, the Council has decided to prepare the new Local Plan under the new plan making system.
We are currently preparing a new Timetable as required by the new Regulations, which will be published as soon as possible.
